Short Term Residence Permit In Turkey

Short-term residence permits are issued in Articles 31 to 33 of the law on foreigners and international protection No. 6458.
In addition, short-term residence permits are issued in articles 28 and 29 of the regulation on the application of the Foreign and international protection law.
Who Are The Foreigners Who Can Be Granted A Short-Term Residence Permit?

1-Foreigners who will come for scientific research purposes;
For this purpose, if the foreigners who request residence permit are subject to permission of scientific research, the subject of scientific research shall be referred to the relevant institutions or institutions (Ministry of Culture and Tourism, Ministry of Energy, universities, etc.).) they are asked to obtain a permit; if they are not subject to a permit, they are asked to submit a statement on the subject of research.
2-Foreigners with immovable property in Turkey;
If the foreigners who have real estate request a residence permit, the real estate must be a residence and be used for this purpose. In addition, family members can apply for residence permits if they have shared or cooperative ownership rights over the residence.
3-Foreigners who will establish business or commercial connections;
If the foreigners who are going to establish business or Business request a residence permit for more than three months, an invitation letter or similar documents may be requested from the foreign person or company to whom they will contact.
4-Foreigners who will participate in in-service training program;
Residence permits issued for this purpose are issued during the program based on the information and documents on the content, duration and location of the training offered by the institution or organization that will provide in-service training.
5-Foreigners who will come for education or similar purposes within the framework of agreements or student exchange programs to which the Republic of Turkey is a party;
For this purpose, foreigners who request a residence permit are asked to submit information and documents to be obtained from the relevant institution.

The period of residence permit may not exceed the duration of the training or similar purpose.

Student exchange programs (Erasmus, Mevlana, Farabi etc.) students who come within the scope of; those who request to become a general health insurance within three months from the first registration date are also not required for health insurance. However, those who do not apply within three months from the date of registration and lose the right to become a general health insurer are asked to take out private health insurance.
6-Foreigners who will stay for tourism purposes;
For this purpose, the declaration on the travel plans (such as where, when and for how long they will stay in the country) of the foreigners requesting residence permit is evaluated. He may be asked to provide information or documents if deemed necessary.
7-Foreigners who will be treated with the condition that they do not carry one of the diseases described as a threat to public health;
For this purpose, admission of foreigners coming to Turkey to public or private hospitals is sought. Those who certify that they have paid all treatment costs are not required to have health insurance.

Residence permits are arranged in accordance with treatment periods.

During the treatment period, housing, insurance or health related expenses are covered by the relevant public institutions and organizations with the determination of the financial opportunity of foreigners valid health insurance requirement is not sought.

If necessary, information or documents regarding the treatment of the foreigner may be requested from the relevant hospital or public institution and institution.

8-Foreigners who have to stay in Turkey depending on the request or decisions of the judicial or administrative authorities;
The duration of the residence permit to be issued for this purpose is regulated by taking into account the period specified in the decision or request.

9-Foreigners who will be granted a short-term residence permit in case the family loses the residence permit requirements;

10-Foreigners who will attend Turkish learning courses;
For this purpose, the applicant must have permission from the Ministry of National Education (Ministry of National Education) to apply for residence permit and to give Turkish courses.) the foreigner who has registered can be given a maximum of two times.

If the course duration is less than one year, the residence permit period may not exceed the course duration. The institution providing the course is obliged to inform the Provincial Directorate of the status of the foreigner who enrolls for the purpose of studying in Turkish.

11-Foreigners who will attend education, research, internships and courses in Turkey through public institutions;
The period of residence permit issued for this purpose cannot exceed one year. Housing, insurance or health related expenses are covered by the relevant public institutions with the determination of the financial opportunity of foreigners valid health insurance requirement is not sought. 12-Foreigners who have completed their higher education in Turkey apply within six months from the date of graduation;

13. The foreign spouse, his or her spouse’s adolescent or dependent foreign child who does not work in Turkey but will invest in the scope and amount specified by the Council of Ministers.;

This amendment to the Law No. 6458 of the International Labour Law No. 6735 aimed to encourage qualified foreigners who will contribute to the economy of the country and to facilitate the procedures for residence permits for foreigners.

14-Foreigners who are citizens of the Turkish Republic of Northern Cyprus,
For this purpose, a residence permit can be issued to foreigners who request a residence permit for a maximum period of five years.

How Many Years Can A Short-Term Residence Permit Be Issued?
Short-term residence permit, above 13. and 14. it can be arranged for a maximum of two years each time, with the exception of ranked foreigners.

What Are The Requirements For A Short-Term Residence Permit?
In order to obtain a short-term residence permit, foreigners must meet the requirements of Article 32 of the law.

– To present supporting information and documents for the purpose of staying in Turkey,

– To have accommodation conditions in accordance with general health and safety standards,

– To present, if requested, a document showing the record of the judicial Registry issued by the competent authorities of the country in which he or she is a citizen or legally resident,

What are the reasons why short-term residence permits are not refused, cancelled or extended?

– Failure to meet or eliminate one or more of the requirements for short-term residence permits,

– Determination that the residence permit is used outside the purpose of granting,

– A valid deportation or prohibition of entry into the country.,

– Violation in terms of duration of stay abroad,

in case of short-term residence permit is not granted, if granted, it is cancelled, the expired ones are not extended.
