Administrative fines are generally paid to property directorates. Administrative fines issued by some institutions are charged by the institution issuing the fine. In order to avoid uncertainty and confusion about where the administrative fine will be paid, the law has made it mandatory to write in the penalty minutes communicated where it will be paid. If the administrative fine is paid in advance, there is a discount of 1/4 of the fine. A person who wants to pay early must pay the penalty within 15 days of notification of the penalty to him.
