Citizens of foreign countries have the right to apply individually. However, foreigners are related to &#8220;rights granted only to Turkish citizens\u201d -for example, the right to choose and<br \/>\nlike the right to be elected- one cannot apply individually. Public legal entities CANNOT submit individual applications.
