WHAT IS A NEGATIVE DECLARATORY CASE? WHO CAN OPEN THE CASE, WHEN CAN IT BE OPENED?

From the point of view of enforcement law, the subject of a negative declaratory case is the determination that there are no rights or legal relations, and only the money debt does not exist. Who can open the negative declaratory case, when can it be opened?

In this regard, the person who is alleged to be in debt may also file a vice detection lawsuit against the person before the follow-up is opened and after the follow-up is opened.
