Property rights can only be limited if there is a public interest. It should be noted that only state institutions can perform nationalization. Here, the unit that will make nationalization must first make a decision in the public interest. A public interest decision taken after that is approved by the relevant authority. Thus, the nationalization process begins.
The administration, which will carry out the expropriation, prepares a plan showing the face measurement and limit of the real estate and finds the owners of the real estate that it will expropriate through the land registry and population records and notifies the relevant people of the decision.
